The Department of Education publishes the first three for a whole state at a time, so every county in a state shows its state's number. We measure the registered behavior analysts in the county, from the federal provider registry. An analyst nearby is not a place on their list, and nothing here says whether your insurance will pay: even where there are plenty, every one of them can be full.2

What stands out

  • 23 states have missed the review two years or more in a row. Federal law then requires the Department of Education to take enforcement action.1
  • Only 202 of 3,143 US counties are both in a passing state and well supplied with behavior analysts.4
  • Counties in a passing state with behavior analysts nearby are in 19 different states.4

Best states for special needs children

A passing rating means the Department of Education judged that state's special education system as a whole.1

Two families, same state, same passing rating, same diagnosis. One has an analyst twenty minutes away who sees their child every week. The other has a number to ring in a city three hours off, and a waiting list on the other end.3

202 counties are in a passing state and have behavior analysts nearby.4

Best states for autism services

We do not answer that from the federal ratings. The Department of Education rates every disability served under IDEA together, and issues no rating on autism programs or on insurance coverage.1

Registered behavior analysts deliver applied behavior analysis, and the federal provider registry lists each one by the county they practice in. 423 counties are best supplied.3

Before a family moves, that figure is one thing they can check for themselves, and the county they live in now has one too.3

How the 2026 federal ratings work

Every state files a yearly report on its special education system, and the Department of Education returns one rating for school age (ages 3 through 21) and one for early intervention (birth through age 2). We carry the school age rating here. In the 2026 round the Department judged the reports covering federal fiscal year 2024, weighing results for children alongside compliance with the law.1

The same office publishes the staffing figures, for the 2023-24 school year: how many full-time special education teachers a state employs against how many of its students have IEPs, and how many of those teachers are fully certified.2

Plenty more places are in a passing state. Start there and narrow as you go.
